§ 3.2. The Mayor:

  • The Mayor shall be the chief executive officer of the City and shall be nominated and elected by the voters of the City at large, for a term of four (4) years and shall serve no more than three (3) consecutive terms as Mayor. The Mayor shall be recognized as head of the city government for all ceremonial purposes and by the Governor for purposes of military law, but shall have no administrative duties except to make specific appointments as enumerated in Section 3.5 or other sections of this Charter. The Mayor shall preside at meetings of the Council, represent the City in intergovernmental relationships, appoint members of citizen advisory boards and commissions with the advice and consent of the Council, present an annual State of the City message, and perform other duties specified by the Council. The Mayor shall have an equal voice with all other members of the Council, but may vote only to break ties.
