All significant users proposing to connect to or to contribute to the POTW shall obtain
a wastewater discharge permit before connecting to or contributing to the POTW.
(b)
All dischargers to the stormwater system or other natural outlets within the city
with NPDES permits for discharge shall be exempt from applying for a city permit,
provided copies of the NPDES permit, permit application and permit monitoring reports
are submitted to the city within ten days after submission to the state.
